I don’t get the phone part
I think it’s a reference to Putin leaving Trump waiting on the diplomatic call last week

It’s the “Red Phone” world leaders supposedly use for direct contact between each other.
I guess it fits this drawings narrative because Putin uses Trump’s gullibility in conversations (Trump thinks he and Putin can be partners) to make him do his bidding.
